- `http-status` and `pipeline-status` observations are NOT ASSESSED, never a
|
|
pass.
|
|
- A target serving the previous artifact is a critical failure.
|
|
- `started: false` reports NOT ASSESSED.
|
|
- `safeToProceed()` blocks on unverified targets as well as failed ones.
