Release notes for Android 0.12. The gate lives in this repository, not in the Android one: release-manifest.sh refuses to write a manifest for a version /releases does not mention, checked by Scripts/covers-android.py. Verified both directions — 0.12 is now covered, and an invented version is still refused.

Adding the notes made /get's advertised version stale, and PublicPagesTests caught it rather than a person: "somebody deciding whether to install is reading a stale number." Updated in English and Spanish.

/wallet and /about in Spanish, which completes the three product tabs. Structure carried over from the English files: tag sequences and Leaf directives identical, whitespace preserved per run, no leftover English in either.

Tests: 697, 0 failures.
