The safe half of relay#59. The page said "approximate size"; the ciphertext length is exact and groups by kind, so it is a weak but real guess about content. Now stated plainly, with why it is still there.

The padding itself spans flamenet-e2e and both apps and needs a two-way compatibility story, so relay#59 stays open.
