Android half of ios#16. Pairs with flamenet-messenger-ios!66.
Copy distinguishes sender from content, with tests. Aggregate only — per-contact counts would build the very graph sealing keeps off a server. Zero sends reports as "nothing sent yet", not 0%.
Refusing is off by default and has its own exception type so it can explain itself.
Refusing spends nothing — sealed is false exactly when no token was taken. My first cut had an unreachable line handing one back; removed.
Policy and counter injected as lambdas (no Android dependency in client/engine) and wired in one helper — two sign-in paths build a session, and only one applying the policy is how a setting silently dies on half the app.
7 engine unit tests. PARITY.md updated.
