Android half of ios#32. Spec flamenet-e2e!15 (§6.21); pairs with flamenet-messenger-ios!59.

Decode before the attachment branch — otherwise a text story renders as a chat bubble in the conversation that never expires, both things §6.6 forbids.

Vault.Story.ref nullable rather than a sentinel; forced a key for seen-marks/dedup and an expiresAt folding both cases.

The stored record omits ref entirely rather than writing an empty object — a reload would otherwise resurrect a blob that fails to fetch.

10 engine unit tests, full engine + app suites green. "Write" entry on the Stories tab. PARITY.md updated.
