Moves CI off GitLab and onto Gitea Actions. Replaces PR #65, which edited .gitlab-ci.yml.

Eight jobs, one per suite plus the gates: secret-sweep, conformance, ratchet, client, vault, spec-counts, doc-references, complete. Every gate .gitlab-ci.yml had is kept, and .gitlab-ci.yml is deleted in the same change.

Rebased onto main at 4b4042f, the unified 0.32 spec. Local run on that tree:

conformance 308 passed, 0 failed
ratchet 35 passed, 0 failed
client 289 passed, 0 failed
vault 26 passed, 0 failed
check-doc-references 153 sections, every reference resolves
check-exports-documented 106 exports, each documented
secret-sweep clean, 85 files

The suites that need a network, a Swift toolchain or a running relay (relay.mjs, federation.mjs, fleet.mjs, interop.mjs) do not run here, same as before.

The README, SELF-HOSTING, AUDIT-SCOPE, SPEC and package.json links move from gitlab.com to git.extant2000.com.

Translates .gitlab-ci.yml to .gitea/workflows/ci.yml and deletes it. All
eight jobs kept on mac1/mac2 (ubuntu-latest, node:22-bookworm): secret
sweep, conformance, ratchet, client, vault, spec-counts, doc-references,
complete. Links and package.json repository now point at
git.extant2000.com/extant2000.
