relay!182 (pairs stage 2-A) moves stars and archives onto the devices; the relay answers star/archive with 409 kept_on_device instead of storing them. The relay test required 200 and failed relay!182's conformance job. It now accepts 200 (older relay) or 409 kept_on_device (2-A and later), so relay branches pinned on either side pass.
