Adds the by-hand repair for relay finding F10 to SELF-HOSTING.md, under Updating. SQLite relays that already ran the broken email-verification migration marked nobody verified; the UPDATE marks only accounts created before that migration ran, and is safe to run twice.

The relay pins this commit (a183a4f) in the companion relay MR and runs the SQL exactly as the rendered page prints it.
