A successful pipeline whose deploy job is missing from jobsRun is a critical failure.
http-status and pipeline-status observations are NOT ASSESSED, never a pass.
A target serving the previous artifact is a critical failure.
started: false reports NOT ASSESSED.
safeToProceed() blocks on unverified targets as well as failed ones.
