assess() returns a readiness of transferable, blocked, unproven or unknown, taken from the worst dependency, never the average.
Person and machine bindings with no substitute are critical blockers. Account bindings and unwritten knowledge with no substitute also block.
A substitute that nobody but its author has exercised is reported as not assessed.
toReport() and formatHandOff() produce and render a report in the @extant2000/evidence-record format.
