Extracted from the app repository, where it had been living beside the iOS client and a copy of the engine. It is its own service and now its own repo. It stores public keys and opaque ciphertext. It holds no private key, and there is no path through it that could read an envelope: the payload goes into a column and comes back out unread. Publishing it costs nothing, because there is no secret in it -- the security of the system does not depend on this code being unavailable to anyone. Not included: the deployment notes and production compose file for the instance the author runs. Those describe one box, not how to run this.
