Pin flamenet-e2e 50fcc99: the 0.32 spec, vectors and §7 with the PQ keys

e2e!66 merged the 0.32 SPEC sections (8.9d, 8.11, 8.12, 14.5, 16.2.1, 17,
21.4, 23) and §7's post-quantum safety number. Scripts/build-doc-pages.sh
against that checkout regenerated spec.leaf; configuration.leaf and the
other pages are unchanged (check-doc-pages: 9 match).

Against 50fcc99: test/relay.mjs 266 passed, 0 failed, 2 skipped;
check-configuration-doc: 91 variables, all documented. Full suite: 860
swift-testing and 61 XCTest, all green.
