Drop the duplicate Developers from the rail

The rail said Developers twice: once as an item pointing at the landing
page's developers section, and once as the heading over Source,
Specification, Security, Audit scope and Self-host.

The item goes rather than the heading. The heading labels five real pages,
and it is the summary element the mobile fold opens and closes, so removing
it would leave that group unlabelled and unfoldable.

chrome.developers had no other user, so it goes too, in both languages.
