The install page describes 0.30, not 0.29

PublicPagesTests.testTheInstallPageNamesTheCurrentBuild failed the first
pipeline on this MR, and it was right to: releases.json now names Android
0.30 as the newest build while /get still said "Version 0.29" to somebody
deciding whether to install. The site would have announced one version
and offered another.

Not a number swap. The sentence goes on to say what that version fixes,
so "Version 0.30 stops messages disappearing when a contact reinstalls"
would have been false; that was 0.29. Rewritten to say what 0.30 changes,
with 0.29's fix as the version before it. "Installing over the top keeps
your account and your conversations" stays true: the new backup rules
govern moving to a new phone, not an update in place.

The Spanish page uses "fuera de registro", the term the Spanish messages
page already uses for the feature, instead of a new one.

Full relay suite: 756 tests in 79 suites, and the 61 XCTest cases, no
failures.

Instalar encima conserva tu cuenta y tus conversaciones.

Installed an earlier build? Replace it. Version 0.29
stops messages disappearing when a contact reinstalls. Anything they
sent before you accepted their new keys was being refused and thrown
away, so they saw delivered messages and you saw an empty conversation
under a security warning. Those messages are held now and arrive once
you accept. It also lets you erase a lost phone from another one, and
starts signing conversations a second way, chosen to outlast the arrival
of a quantum computer. The version before it rounded the message
bubbles. Installing over the top keeps your account and your
conversations.
Installed an earlier build? Replace it. Version 0.30
makes deleting your account delete all of it. Until now your Flamenet
account stayed registered, still holding your name, after the messenger
account was gone. It also keeps off-the-record conversations off the
phone's storage, and the parental PIN can no longer be read out of the
phone's files. The version before it stopped messages disappearing when
a contact reinstalls. Installing over the top keeps your account and
your conversations.
